To make a (perfect) snowman it's very important that the snowballs have the right size. The one below should be bigger than the one on top. You can make snowballs larger by rolling them over the snow and smaller by rolling them over the bare ground. Make sure at first to push really gently at the snowball, since pushing it hard against an object may break it.

What I do to check the balls are the right size is the following. When you stand next to the snowball in a horizontal line, making sure the bottom of your characters face is in one line with he bottom of your snowball. The top of the biggest snowball should reach no further than the top of your characters head and the smallest ball should reach just above the top of your charcters eyes.

Next you make sure that the biggest snowball is in a nice open spot (without making him much larger or smaller when moving ofcourse). Then you make sure the smallest snowball is in a strait vertical line under your big snowball (but nowhere near touching). Then you push the small snowball in a straight line (upward motion on the screen) and the small snowball should pop on top of the big snowball, making a snowman.
